Jackson County Health Department is governed by an eight member Board of Health. Board members serve 3 year terms and are appointed by the County Board.
President John Erbes, J.D. | John Erbes As a member of the Board of Health since July 1988 and board president since 1995, Mr. Erbes has been very supportive of JCHD for many years. He is an attorney who has taught at the SIUC Law School as an associate clinical professor since 1996. The department and the board benefit from his legal expertise as well as his ability to provide guidance and leadership in a fair and thoughtful manner. |
Vice PresidentPaul A. Bennett, M.D. | Dr. Paul Bennett Dr. Bennett has been a member of the Board of Health since September 1995 and was elected Vice President in 2006. Dr. Bennett has taken an active role, made many good suggestions that the department has implemented, and has been very supportive of the staff. Dr. Bennett is a family physician who was in private practice in Carbondale for many years and is now a staff physician with theSIUC Student Health Program Health Service. He has been a great liaison with the local medical community, offering the perspective of the private providers and suggestions as to how the department can better work with and respond to the needs of area physicians. |
Secretary Dan Massie, D.M.D | Dan Massie Dr. Massie practices general dentistry in Carbondale and has served on the Board since June of 2005. Dr. Massie was elected Secretary in 2008. Dr. Massie is involved with a number of public denistry efforts, including dental services for migrant farmworkers. He provides the Board with a connection to community oral health services. |
Member Yolonda Simon, M.S.Ed.
| Yolonda Simon Ms. Simon has been a member of the Board of Health since July 2002. Ms. Simon is Dean of Students at Carbondale Middle School. Ms. Simon provides the Board with a link to the educational community, represents the African American community in Jackson County, and is interested in helping the department work on issues related to diversity. |
Member Nancy Muzzarelli | Nancy Muzzarelli Ms. Muzzarelli is Director of Community Outreach for Shawnee Health Service. She brings to the Board vast experience in health care management, grants management, fiscal issues, personnel issues, and community planning. She also represents federally qualified health centers, which are an increasingly important partner for public health |
| Carlos Cerrato Carlos Cerrato joined the Jackson County Board of Health in July of 2010. Carlos is originally from Honduras and has been in the United States for nine years. Carlos is fluent in Spanish, Portugeuse, and English. He hold degrees in accounting and computer science. He lives in Carbondale with his wife, Yaletza, and their two sons. He also serves on the Shawnee Health Service Board of Directors and on their Patient Committee. | Member Sherry Jones, M.D | Sherry Jones, M.D. Dr. Jones is board certified in obstetrics and has worked with Community Health and Emergency Services, Inc.at their Carbondale site since 2004. She currently is completing an MPH degree with the Medical College of Wisconsin. Dr. Jones is originally from Carbondale and is the daughter of Dr. Roger Klam.

County Board Rep. Allen Cissell | Allen Cissell, Ph.D. Dr. Cissell joined the County Board in 2009 and has been the liaison to the Board of Health since April. Dr. Cissell brings to the Board a wealth of experience in management and education from his 30 plus years with the U.S. Congress and the federal Department of Education. He facilitates communication regarding health department activities with the County Board. |
